Can state and federal support be combined?

Yes, where a state scheme exists. In WA, the state rebate is added to the federal one: for a 10 kWh battery, that is about $2,584 federal (at today's factor, 6.8) plus up to $1,300 (Synergy) or $3,800 (Horizon Power).
